 Why in news?

Jharkhand is going to replace PM’s crop insurance scheme for farmers with its own crop relief scheme.

What is Jharkhand’s Kisan Fasal Rahat Yojana?

  • It is a compensation scheme which provides security cover to farmers for the damaged crops occurring due to natural calamity.
  • The main aim of the scheme is food safety, crop diversification, rapid agriculture development paving way for competition.
  • The scheme will cover both land owning and landless farmers.
  • The Department of Agriculture, Animal Husbandry and Co-operative will be the implementing agency.
  • The department will work in association with project management unit which will take care of technical requirements.
  • But it is not an insurance scheme where premiums are paid.

1)  Prime Minister Narendra Modi flags off 100th ‘Kisan Rail’

•Prime Minister Narendra Modi has flagged off the 100th ‘Kisan Rail’ on 28th December 2020. The 100th run of the Kisan Rail was flagged off from Sangola in Maharashtra to Shalimar in West Bengal virtually. Kisan Rail is a mobile cold storage to move perishable things like fruits, vegetables, milk, fish, etc., with complete security.


•The first Kisan Rail was introduced from Devlali in Maharashtra to Danapur in Bihar on August 7, 2020, which was further extended up to Muzaffarpur. Currently, of only a handful of trains plying across the India connecting states like Andhra Pradesh, Maharashtra, Bihar and Nagpur, there are nine Kisan Rail running on nine routes.

2)  PM Modi flagged off India’s first driverless train on Delhi Metro

•Prime Minister Narendra Modi has flagged off the country’s first-ever fully-automated driverless train service on the Magenta Line of the Delhi Metro. Apart from this, PM also launched fully operational National Common Mobility Card (NCMC) on the Airport Express Line of Delhi Metro, to connect DMRC with the NCMC service.

3)  India-Vietnamese Navy conducts PASSEX-2020 in South China Sea

•The Indian Navy and Vietnamese Navy undertook the naval passage exercise PASSEX in the South China Sea. The two-day exercise was conducted s part of efforts to boost maritime cooperation between the two countries. The Indian Naval Ship (INS) Kiltan took part in the exercise.


•INS Kiltan, reached Vietnam’s Nha Rong Port in Ho Chi Minh City, carrying humanitarian assistance to deliver 15 tonnes of relief material for flood-affected people under Mission Sagar-III. This mission of INS Kiltan is part of India’s Humanitarian Assistance and Disaster Relief (HADR) assistance to Friendly Foreign Countries during the ongoing pandemic.

4)  Skyroot Aerospace successfully test fire solid-fueled rocket engine

•Indian Space startup, Skyroot Aerospace has successfully test-fired a solid propulsion rocket engine, named Kalam-5. With this, it has become the first private company of India to successfully design, develop and test a full solid-fueled rocket stage. This crucial propulsion technology will be used for their maiden rocket Vikram-1, which is under active manufacturing and is targeted to be launched in December 2021 with the help of ISRO.

5)  Myanmar Navy formally commissions INS Sindhuvir submarine

•The Myanmar Navy has officially inducted the submarine INS Sindhuvir, which was handed over by the Indian Navy to the country in October 2020. This is the first submarine in the Myanmar Navy’s arsenal. The submarine has been refurbished for the Myanmar Navy by state-run defence shipbuilder, Hindustan Shipyard Limited (HSL) in Visakhapatnam.

6)  Anshu Malik wins silver at Individual Wrestling World Cup in Serbia

•Indian wrestler, Anshu Malik has become the first wrestler of the country to finish on the podium position at the Individual Wrestling World Cup in Belgrade, Serbia. The 19-year-old won a silver medal in the women’s 57kg category to claim first international medal of the tournament for the country. She lost to Moldova’s Anastasia Nichita 5-1 in the final.

📰 Keep infrastructure development away from politics: PM

Modi flags off first train on 315-km section of eastern dedicated freight corridor

•Prime Minister Narendra Modi on Tuesday urged that infrastructure development should be kept away from politics and alleged that the previous government did not show the required seriousness and urgency to communicate with the States, resulting in delays in implementation of projects.

•Mr. Modi was speaking after flagging off the first train to run on the 351-km New Bhaupur-New Khurja section (both in Uttar Pradesh) of the Eastern Dedicated Freight Corridor (EDFC). He also inaugurated the operation control centre for the EDFC at Prayagraj via videoconference.

•The newly opened section has been built at a cost of ₹ 5,750 crore and has been funded by the World Bank. It passes through Kanpur Dehat, Auraiya, Etawah, Firozabad, Hathras, Aligarh and Bulandshahr districts, covering the important industrial areas of Aligarh, Khurja, Firozabad and Agra. The entire eastern corridor is over 1800-km long and will run from Ludhiana in Punjab to Dankuni near Kolkata, traversing Haryana, Uttar Pradesh, Bihar and Jharkhand.

•Meanwhile, the Operation Control Centre (OCC) will act as the command centre for the entire route length of the Eastern DFC for controlling and monitoring all systems, including train operation and power supply system.

•The Prime Minister blamed the ‘work culture’ of the previous government for the delays in implementation of the dedicated freight corridor project that was approved in 2006.

•“Till 2014, not even one km of the track was laid. Even the money allotted for this was not used properly. After 2014, when the project was relooked at, the budget increased by 11 times or by more than ₹45,000 crore,” he said. After the formation of the NDA government in 2014, as a result of constant monitoring and meeting with the stakeholders, about 1,100 km of the work got completed in the next few months, he claimed.

•“Be it our farms, industries or markets, they are dependent on freight movement and the railways have always played a huge role in this,”he said. Dedicated freight corridors were needed in India as currently passenger and freight trains ran on the same track and sometimes passenger trains were stopped at stations to give way to freight trains. This not only led to delay of passenger trains, but also for freight trains due to lower speeds and frequent stops, which increased the cost of freight movement,” he noted.

Punctuality of trains

•“With these corridors, we can improve the punctuality of passenger trains. In addition, freight trains can run three times faster, and will be able to transport twice the amount of freight as these tracks can run double-decker trains... Since freight trains will reach on time, this will bring down the transportation costs, leading to reduction in cost of various goods,” he observed.

•The negative impact of political indifference towards infrastructure impacted the entire railway system. Earlier the focus was just on increasing the number of trains to get votes, but no investment was made on tracks on which they running, he pointed out.

•“A country's infrastructure is not the ideology of any party, but the path of development of the country. If political parties want to compete, they should compete on infra quality, speed and scale,” he stressed.

•“I want to mention one more mentality that we often see during protests and agitations. This mentality is to hurt the country’s infrastructure and property. We should remember that this infrastructure does not belong to any politician or a party, but to the country and its citizens. While expressing our democratic rights we should not forget our responsibility towards the nation,” he added.

Age Limit:

The age limit will be reckoned as on 1st January 2021: 



Date of Birth as recorded in the Matriculation/ Secondary Examination Certificate only will be accepted



Educational Qualifications as on 1st January 2021:




Note: Final year candidates are eligible provided they produce Certificate of Graduation in original as proof of having acquired the minimum educational qualification on or before the 1st January, 2021, failing which the candidature of such candidates will be cancelled by the Commission. 


Application Fee & Mode of Payment: 

(i) Fee payable: Rs. 100/- (Rupees One Hundred only).
(ii) Women / PH / SC / ST candidates are exempted.
  • The fee can be paid through SBI Challan/ SBI Net Banking or by using Visa, Mastercard or Maestro Credit or Debit card. 

Exam Pattern:

There have been No Changes in the Examination Pattern

The Examination will be conducted in four tiers as indicated below:

  1. Tier -I - Computer Based Examination 
  2. Tier -II - Computer Based Examination 
  3. Tier -III - Pen and Paper Mode (Descriptive paper) 
  4. Tier-IV - Computer Proficiency Test/ Skill Test (wherever applicable)/ Document Verification


The Commission reserves the right to make changes in the scheme of examination

 Scheme of Tier-I, Tier-II  and Tier-III Examinations:



Tier IV (Skill Test): For the post of Tax Assistants (Central Excise & Income Tax): Data Entry Speed Test (DEST) at 8,000 (eight thousand) Key Depression per hour on Computer: 

The “Data Entry Speed Test” Skill Test will be conducted for a passage of about 2000 (two thousand) key depressions for a duration of 15 (fifteen) minutes. This test will be of qualifying nature.
