📰 Most buses inaccessible to the disabled

Only 7% are fully equipped to cater to wheelchair users, show govt. data

•Less than 7% of public buses in the country were fully accessible to wheelchair users as of December 2020, with the target of 25% of buses being accessible by June 2022 under the Accessible India Campaign getting closer, according to government data.

•According to data from the Social Justice and Empowerment Ministry’s Department of Empowerment of Persons with Disabilities (DEPwD) via a Ministry of Road Transport and Highways report in January, 42,169 buses or 28.6% of the total 1.47 lakh buses operated by State road transport undertakings were “partially accessible” and 10,175 buses or 6.9% were “fully accessible”. In addition, 3,217 bus stations in 24 States and Union Territories out of 3,487 were made accessible, the DEPwD data showed.

•When the Accessible India Campaign was launched by Prime Minister Narendra Modi in 2015, the deadline for making at least 25% of public buses fully accessible was March 2018.

•However, the deadline had been pushed back to June 2022, a DEPwD official said.

•Out of the total buses operated by States, 1.02 lakh are inter-city buses and 44,768 function in urban areas, the report said. Of the inter-city buses, 210 were fully accessible, 27,133 were accessible and 75,257 were not accessible as of December 2020.

•Among urban buses, 9,965 were fully accessible, 15,036 partially accessible and 19,767 were not accessible, the data showed.

•Apart from public buses, the Accessible India Campaign, was aimed at making government buildings, airports, railway stations and government websites accessible to persons with disabilities.

UPSC advertises for lateral entry in Central ministries

 The Union Public Service Commission (UPSC) has issued an advertisement to recruit 30 persons at joint secretary and director level in the Central administration through lateral entry in the second round. Earlier, eight persons, mostly domain experts, were selected for various departments and ministries. In the latest round, of 30 positions advertised by the UPSC, three are for joint secretary and 27 are for director level.

Online applications have been invited for ministries, departments, PSUs, autonomous bodies of the Central government by March 22 and contractual appointment would be for a period of three years and extendable up to five years depending on the performance.

Civil Services Prelims Exam 2021 To Be Held On June 27, UPSC Confirms

 The Union Public Service Commission (UPSC) has confirmed on Wednesday that the Civil Services preliminary exam will be held on June 27. Regarding the registration, the UPSC has said, "detailed Notifications for CSE-2021 and IFoSE-2021 shall be published in due course." Civil Services exam 2021 (CSE 2021) and Indian Forest Service exam (IFoSE 2021) notifications are expected to be released today.

1)  World Unani Day: 11 February

•World Unani Day has observed every year on 11th February.  The main objective of World Unani Day is to spread awareness about health care delivery through the Unani system of medicine through its preventive and curative philosophy. This day is celebrated every year to mark the birth anniversary of great Unani scholar and social reformer Hakim Ajmal Khan. The first Unani Day was celebrated in 2017 at Central Research Institute of Unani Medicine (CRIUM), Hyderabad. 


2)  International Epilepsy Day 2021

•The International Epilepsy Day is observed on the second Monday of February every year across the world. In 2021, the International Epilepsy Day was observed on February 08.


•The day is organised jointly by the International Bureau for Epilepsy (IBE) and the International League Against Epilepsy (ILAE) to raise awareness about epilepsy and highlight the kinds of problems faced by victims, their friends and family. Epilepsy is a neurological disorder which makes a person go through sudden and recurrent episodes of sensory disturbances.


3)  International Day of Women and Girls in Science

•International Day of Women and Girls in Science is observed globally on 11 February. International Day of Women and Girls in Science to recognize the critical role of women and girls play in science and technology. In December 2015, the United Nations adopted a resolution to celebrate February 11 as the International Day of Women and Girls in Science. The Day is implemented by UNESCO and UN-Women in collaboration with institutions and civil society partners that aim to promote women and girls in science.


•The 2021 theme of the Day is “Women Scientists at the forefront of the fight against COVID-19”.


•In 2016 is the first time it was celebrated. The idea behind this day is to ensure equal participation and involvement of women and girls in the fields of Science, Technology, Engineering and Mathematics (STEM).


4)  PM Modi inaugurates World Sustainable Development Summit 2021

•Prime Minister Narendra Modi has inaugurated the World Sustainable Development Summit 2021 through video conferencing. The theme of the Summit is ‘Redefining our common future: Safe and secure environment for all’. 2021 WSD Summit is the 20th edition of the flagship event organised by ‘The Energy and Resources Institute (TERI)’.


•The Summit will bring together a wide number of governments, business leaders, academicians, climate scientists, youth, and the civil society in the fight against climate change. The Ministry of Environment, Forests and Climate Change, Ministry of New and Renewable Energy and Ministry of Earth Sciences are key partners of the Summit.


4)  Vijayanagara officially declared as 31st District of Karnataka

•The Karnataka government issued an official gazette notification to declare Vijayanagara as the 31st district of the state. The new district has been carved out of Ballari and named after the Vijayanagara empire that ruled from this region.


•The Vijayanagara district will have six taluks and its headquarter will be at Hosapete. The other taluks in the new district are Kudligi, Hagaribommana Halli, Kotturu, Hoovina Hadagali, and Harapanahalli. The iconic cluster of monuments at Hampi or Hampe, a UNESCO world heritage site, will be part of the Vijaynagara.


5)  Robert Irwin wins Wildlife Photographer of the Year 2021

•Robert Irwin, an Australian wildlife photographer, has won the first prize in the Wildlife Photographer of the Year People’s Choice Award Contest. Robert won the award for the image titled ‘bushfire’, which is the picture of the devastating Australian Bushfire in 2020, he captured using a drone, near the Steve Irwin Wildlife Reserve in Cape York, Queensland. The image shows a line of fire burning in between the bushes, dividing it into parts.


•Irwin’s image was chosen from a shortlist of 25 finalists that received a total of 55,486 votes. The Wildlife Photographer of the Year is the largest wildlife photography competition in the world, organised by the Natural History Museum.


6)  SBI revises India’s GDP estimates to -7.0 percent for FY21

•The State Bank of India’s (SBI) Economic Research Department has revised GDP estimates of India for FY21 to contract 7.0%. Earlier this was estimated GDP at -7.4%. The SBI Research Report has retained its GDP forecast for FY22 at 11 per cent.


7)  Bengaluru Airport Bags ACI World’s ‘Voice Of The Customer’ Award

•The Bangalore International Airport Limited’s (BIAL) or Kempegowda International Airport Bengaluru has bagged global recognition from the Airports Council International World’s ‘Voice of the Customer’ award. The ‘Voice of the Customer’ recognises airports that continued to prioritise their customers and remained committed to ensuring that their voice was heard during the Covid-19 pandemic in 2020.


•BLR Airport has made significant efforts in gathering passenger feedback through ACI’s Airport Service Quality (ASQ) programme and this helped better understand the customers and demonstrate BIAL’s commitment towards delivering a superior customer experience under trying circumstances. Under the #WeAreHereForYou umbrella of BIAL, various campaigns were launched to spread the message and rebuild passenger confidence in air travel following the outbreak of Covid-19 in 2020.

Both sides disengaging from Pangong lake area, says China
Indian official says tanks, armoured elements being withdrawn, but troops remain.

•China’s military announced on Wednesday that front line troops of India and China had begun disengaging in a “synchronised and organised” manner from the north and southbanks of Pangong lake, where both sides have been locked in a stand-off for months which, an official source in Delhi said, was the first step in the long process of disengagement and de-escalation.

•This restarts the stalled process of disengagement in the most protracted military standoffs between India and China in decades that has resulted in the death of 20 Indian soldiers and an unknown number of Chinese casualties at Galwan on June 15, 2020.

•Defence Minister Rajnath Singh would make a statement in the Rajya Sabha on Thursday on the situation in Ladakh, his office said on Twitter.

•This is the first phase of disengagement with some tanks and armoured elements on the South bank being withdrawn as well as thinning down of troops on the north bank, a Government of India source said. However, troops continue to remain in key positions.

Multi-step process

•It would be a multi-step process for disengagement and de-escalation along the Line of Actual Control (LAC) and wouldl take time, said a second government source.

•People’s Liberation Army (PLA) Senior Colonel Wu Qian, spokesman for the Ministry of Defence, said in a statement issued in Beijing: “The Chinese and Indian front line troops at the southern and northern banks of the Pangong Tso Lake start synchronised and organised disengagement from February 10. This move is in accordance with the consensus reached by both sides at the 9th round of China-India Corps Commander Level Meeting.”

•China’s Foreign Ministry spokesperson Wang Wenbin said in a statement: “According to the consensus reached at the Chinese and Indian Foreign Ministers’ meeting in Moscow and the ninth round of commander-level talks between the two sides, the front-line troops of the Chinese and Indian militaries began to conduct simultaneous and planned disengagement in the Pangong Lake area on February 10. We hope the Indian side will work with China to meet each other halfway, strictly implement the consensus reached between the two sides and ensure the smooth implementation of the disengagement process.”

Verification is the key

•Indian government officials said verification after each step would be the key for the process to go forward. While aerial monitoring, using unmanned aerial vehicles (UAV), would be done, on the ground, verification at each step would also be done to ensure that the Chinese fully honour the understanding.

•On the south bank, both sides had deployed tanks and armoured vehicles in close proximity, within few hundred metres, after tensions went up end of August.

•During the ninth round of talks held on January 24, both sides were discussing a broad disengagement plan that had been worked out but held up over some specific issues. The talks took place after a long delay with the previous round held on November 6 last.

•While China had insisted on a focus on the south bank (where India in late August moved to occupy strategic heights in response to the PLA’s transgressions in May north of the lake), India had stressed the need for a comprehensive disengagement plan covering all friction points in eastern Ladakh.

•The focus of the Corps Commander talks has been on the north and south banks, which has seen tensions with warning shots also fired in the south last year, the first firing incidents along the border since 1975.

•As part of the first phase of disengagement last June, both sides had pulled back troops by equal distance from Patrolling Points (PP) 14 in Galwan valley and PP15 in Gogra-Hot Springs. It was during the disengagement at Galwan that violent clashes occurred.

•Since the stand-off began in early May, China has moved a large number of troops and equipment close to the LAC in addition to the ingress by its troops inside Indian territory at various places in eastern Ladakh. On the north bank, Chinese troops made ingress from Finger 8 up to Finger 4, blocking Indian patrols. India holds till Finger 4 but claims till Finger 8 as per alignment of the LAC.

•Apart from Pongong lake, another major area of concern for India is the strategic Depsang Plains, where Chinese troops have been blocking Indian Army patrols from going up to the Patrolling Points (PP) 10 to 13 beyond the Y-junction.
