📰 Union Budget 2021 | Automotive sector welcomes vehicle scrappage policy

Industry leaders expect it to boost demand for new vehicles, help environment

•Leading players in the Indian automotive sector have welcomed the Centre’s move to separately announce a voluntary vehicle scrapping policy to phase out old and unfit vehicles.

•While tabling the Union Budget for 2021-22, Finance Minister Nirmala Sitharaman said that the policy would help in encouraging fuel-efficient, environment-friendly vehicles, thereby reducing vehicular pollution and the oil import bill.

•Vehicles would undergo fitness tests after 20 years in automated fitness centres in the case of personal vehicles (PV), and after 15 years in the case of commercial vehicles (CV). Details of the scheme will be shared separately by the Ministry.

•Kenichi Ayukawa, president, Society of Indian Automobile Manufacturers (SIAM), described the Budget as “visionary”. “The government has adopted an expansionary stance with a thrust on infrastructure building with measures for efficiency improvement and increasing competitiveness. Good macroeconomic growth will translate to good auto sector demand. Specifically, the vehicle scrappage scheme has a good intent and the auto industry would be keen to work with the government on suggestions for maximising benefits to environment and society,” he said.

•Welcoming the voluntary vehicle scrapping policy, Federation of Automobile Dealers Associations president Vinkesh Gulati said, “If we take 1990 as base year, there are approximately 37 lakh commercial vehicles (CV) and 52 lakh passenger vehicles (PV) eligible for voluntarily scrappage. As an estimate, 10% of CV and 5% of PV may still be plying on the road.”

•Vipin Sondhi, MD & CEO, Ashok Leyland Limited, said that the implementation of a voluntary scrappage policy is good for the environment and good for setting in motion a circular economy. However, we await further details of the policy as the industry had requested an incentive-based scrappage policy for it to be effective, he said.

•Guenter Butschek, CEO & MD, Tata Motors said: “For the automobile sector, which is a significant contributor to India’s GDP, there are multiple welcome announcements, including a voluntary vehicle scrapping policy to phase out old and unfit vehicles; augmenting public transport system in urban areas; continuing focus on adoption of cleaner fuels; enhancing outlays for developing road infrastructure and expanding the Swachh Bharat Mission.”

•Warren Harris, CEO & MD, Tata Technologies, said that the Centre had finally set the tone for the recovery of the auto sector, which has been significantly impacted by the pandemic. This would not only help boost the demand for the production of commercial vehicles but also support the entire transportation ecosystem, he said.

•Vinay Raghunath, partner and automotive sector leader, EY India said: “The scrappage policy is a much awaited development where, apart from boosting demand in the sector, it will simultaneously help reduce pollution and fossil fuel consumption while also enabling re-use of steel/aluminium. An extension of this policy to other aspects such as tyre scrappage may help boost demand in related sectors while also helping India become more atmanirbhar (self-reliant).”

•Deven Choksey, MD, KR Choksey Shares and Securities, called it a big game changer for the auto and auto ancillaries sector. According to him, between 2001 and 2005, as many as 7 million passenger vehicles and 11 million commercial vehicles were registered and at least twice these numbers constitute the potential number of vehicles that could be scrapped.

•Arun Firodia, chairman, Kinetic Group, felt that it would be a better idea to levy a green tax on vehicles that are more than 15 years old, instead of a voluntary scappage policy.

•Nagesh Basavanhalli, group CEO & MD, Greaves Cotton Limited, said, “While the auto sector would have liked to see more direct measures in the Budget, however, the scrappage policy is a step in the right direction for both ecology and economy. The focus on rural and agri credit growth will also have a cascading effect on the auto sector.”

•Martin Schwenk, managing director and CEO, Mercedes-Benz India, said, “The decision to spend more on infrastructure despite of the high fiscal deficit will boost overall economic revival and we should see positive impact on the PV market. However, the increase in auto component duties is unexpected in such a revival period, and it will increase the production cost, leading to higher cost for consumers. There could have been a further push towards e-mobility by lowering import duties on EV (electric vehicles).”

•Tarun Mehta, co-founder and CEO, Ather Energy, said, “The voluntary vehicle scrappage policy announced to phase out old and unfit vehicles will encourage the sales of new vehicles. It is good to see that the government is looking at addressing the concerns regarding GST (goods and services tax) inverted duty structure. We look forward to more details on the inverted duty structure and the production-linked incentive (PLI) scheme announced by the Finance Minister.”

•Sohinder Gill, director general, Society of Manufacturers of Electric Vehicles, thanked the FM for announcing the scrappage policy, and said that it would help in encouraging the adoption of greener vehicles.

•“Finally, the much awaited scrappage policy has been announced, which is a welcome step. This will increase sale of new vehicles and in turn boost tyre demand,” said Dr. Raghupati Singhania, vice-president, JK Organisation, and CMD of JK Tyre and Industries Limited.

Union Budget 2021-22 is being presented by FM Nirmala Sitharaman

Union Finance Minister, Nirmala Sitharaman is presenting the Union Budget 2021 for the 3rd time in a row. The Union Budget is the yearly financial report estimating the income and expenditure presented to outline future policies to be adopted by the government for sustainable growth and development. The Economic Survey 2020-21 was released on 29th January 2021 by the Chief Economic Advisor of India, Krishnamurthy Subramanian. According to the survey, India’s economy could contract 7.7 per cent in the financial year that ends on March 31.

Finance minister Nirmala Sitharaman concluded her Budget speech at 12.50 pm. In February 2020, FM Nirmala Sitharaman spoke for a record 162 minutes — two hours and 42 minutes — in Lok Sabha. FM Sitharaman only had two pages of her Budget speech unread, when she appeared uneasy and her Budget speech was cut short.

1)  World Leprosy Day 2021: 31 January

•World Leprosy Day is observed around the world on the last Sunday of January every year. This year World Leprosy Day held on 31 January. The day is celebrated to raise global awareness of this deadly ancient disease and call attention to the fact that it can be prevented, treated and cured.


•This year theme of World Leprosy Day 2021 is “Beat Leprosy, End Stigma and advocate for Mental Wellbeing ”.


2)  Lucknow metro becomes first to sanitise coaches using UV rays

•Lucknow Metro has become the 1st metro in the country to use ultraviolet rays to sanitise train coaches. For this, the LMRC has procured UV sanitization apparatus from M/s FB TECH, an Indian firm in Jaipur, Rajasthan. The Uttar Pradesh Metro Rail Corporation (UPMRC) has taken inspiration from the New York Metro’s experiment to sanitise trains with UV lamp rays.


3)  Maharashtra tops justice delivery in India Justice Report 2020

•The second edition of the India Justice Report, India’s only ranking of states on delivery of Justice to people, announced. Maharashtra once again at the top of the 18 Large and Mid-sized states (with a population of over one crore each) in the 2nd Edition of the India Justice Report, an initiative of Tata Trusts, followed by Tamil Nadu, Telangana, Punjab, and Kerala.


•Through a rigorous 14-month quantitative research, the India Justice Report 2020 once again tracks the progress states have made incapacitating their justice delivery structures to effectively deliver services to all. It takes account of latest statistics and situations as they existed prior to March 2020. It brings together otherwise siloed statistics from authoritative government sources, on the four pillars of Justice delivery–Police, Judiciary, Prisons and Legal Aid.


4)  SBI Card appoints Rama Mohan Rao Amara as MD & CEO

•SBI Cards and Payment Services Ltd (SBI Card) has appointed Rama Mohan Rao Amara as its Managing Director and Chief Executive Officer for a period of two years. Rao is a veteran banker, with a successful career spanning over 29 years at SBI, the credit card company. Prior to taking charge at SBI Card, he was the Chief General Manager, SBI Bhopal Circle.


•Earlier this week, Ashwini Kumar Tewari had resigned from the post of MD and CEO of SBI Card owing to his appointment as the Managing Director of State Bank of India (SBI). 


5)  RBI cancels licence of Kolhapur-based Shivam Sahakari Bank

•According to RBI, the licence of Maharashtra-based Shivam Sahakari Bank has been cancelled as it does not have adequate capital and earning prospects.  The Commissioner for Cooperation and Registrar of Cooperative Societies, Maharashtra has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank. With the cancellation of licence the process of paying the depositors as per the DICGC Act, 1961 will be set in motion.


•As per the data submitted by the Kolhapur-based bank, more than 99 per cent of the depositors are fully insured by Deposit Insurance and Credit Guarantee Corporation (DICGC). The bank with its present financial position would be unable to pay its present depositors in full.


6)  R S Sharma appointed as new CEO of Ayushman Bharat Scheme

•The National Health Authority (NHA) has appointed RS Sharma as the new Chief Executive Officer (CEO) of country’s flagship public health insurance scheme Ayushman Bharat, also called Pradhan Mantri Jan Arogya Yojana. He would replace Indu Bhushan, who is serving as the Chief Executive of the Ayushman scheme since its inception in 2018.


•RS Sharma, a former chairman of the Telecom Regulatory Authority of India (Trai), who would take charge of the NHA from February 1.


7)  BCCI Secretary Jay Shah takes over as President of ACC

•Jay Shah, the incumbent Secretary of Board of Control for Cricket in India (BCCI) has been appointed as the new President of the Asian Cricket Council (ACC). He is the youngest person ever to be appointed to the office. He replaces Nazmul Hussain, Chief of Bangladesh Cricket Board (BCB) who was the previous chief of the ACC.


8)  Sports Minister Rijiju launches anti-doping reference material

•Union Minister of Youth Affairs & Sports, Kiren Rijiju has launched a breakthrough Reference Material for use in chemical testing in the field of anti-doping. A reference material jointly synthesised by the National Dope Testing Laboratory (NDTL) and National Institute of Pharmaceutical Education and Research (NIPER), Guwahati.


•The Memorandum of Understanding (MoU) between NDTL and NIPER Guwahati was signed in August 2020 which proposes to synthesize 20 rarely available Reference Materials (RMs) during a period of 3 years.

📰 Government likely to postpone census to 2022

Officials occupied with COVID-19 pandemic, vaccination programme

•The Centre is on track to push the 2021 Census to 2022 on account of the country’s continuing preoccupation with COVID-19, a senior government official has told The Hindu.

•“Our hands are full dealing with the COVID-19 pandemic,” the official stated, pointing out that first it was the measures taken to deal with the pandemic and now the massive vaccination programme underway.

•The first phase of the census — House Listing & Housing Census — and the updating of the National Population Register (NPR) were initially to be rolled out in some States on April 1, 2020, but were postponed due to the pandemic.

•The exercise was to have been conducted in two phases — House Listing and Housing Census from April to September 2020 and Population Enumeration from February 9 to February 28, 2021.

•The office of the Registrar General, in reply to a Right To Information (RTI) query from The Hindu filed in November, said the schedule or the questionnaire of the NPR was “being finalised” and the information about the expected date of first phase of the Census was “not available.”

•The entire process had become controversial after Parliament approved the Citizenship (Amendment) Act in December 2019 that sought to give citizenship to persecuted minorities from Bangladesh, Afghanistan and Pakistan who entered India on or before December 31, 2014.

•However, the rules required for implementing the CAA have not been framed so far — more than a year after the passage of this key legislation pushed through by the Modi government in the teeth of strong opposition. Diplomatic sources believe that strong opposition from Bangladesh is one of the factors that led to the CAA remaining on hold.

•Tens of thousands of people had taken to the streets across the country protesting the Centre’s decision to update the NPR, which is considered the basis for preparation of a national register of citizens (NRC) that could potentially exclude millions of people born in India. Indian Muslim citizens questioned why they had to prove their citizenship all over again.

•Many young leaders, who took part in the protests, against the CAA and NPR process, now face sedition charges. Several State Assemblies had also passed resolutions against the NPR and NRC.

•On January 9 last year, the Registrar General notified the 31 columns for which enumerators would have sought responses during the House listing and Housing Census.

•Citizenship Rules framed in the year 2003 hold that the NPR is the first step towards compilation of National Register of Indian Citizens (NRIC) or NRC. Data for an NPR was first collected in 2010 and then updated in 2015. Some States had objected to additional questions to be asked in the fresh NPR such as “date and place of birth of father and mother, last place of residence and mother tongue”.
