1) World Diabetes Day: 14 November
•The World Diabetes Day (WDD) was observed globally on 14 November. The theme for diabetes awareness month and World Diabetes Day 2019 “Family and Diabetes”. World Diabetes Day (WDD) was created in 1991 by the International Diabetes Federation (IDF) and the World Health Organization in response to growing concerns about the escalating health threat posed by diabetes. World Diabetes Day became an official United Nations Day in 2006. It is marked every year on 14 November, the birthday of Sir Frederick Banting, who co-discovered insulin along with Charles Best in 1922.

2) Children’s Day: 14th November
•On 14th November, Children’s Day is celebrated every year to mark the birth anniversary of our first Prime Minister Pt. Jawaharlal Nehru. Pandit Nehru had a great love for children. He wanted to be among them, talk to them and play with them. The children also loved and respected him and called him CHACHA NEHRU. Children’s Day is celebrated across India to increase awareness of the rights, care and education of children.

3) “Bali Yatra” festival begins in Cuttack, Odisha
•The festival ‘Bali Yatra’ which is organised every year in memory of the rich maritime history of the state, was inaugurated in Cuttack, Odisha. The festival is organised at the bank of Mahanadi River every year to mark the day when ancient mariners from the state would set sail to the distant land of Bali, Sumatra, Java (Jawa) in Indonesia, Borneo and Sri Lanka, for the expansion of trade and Culture.

4) Sri Lanka becomes 1st South Asian country to call match fixing a crime
•Sri Lanka has become the first South Asian nation to bring match-fixing cases to the category of crime as its parliament passed a bill related to ‘Prevention of Offences Related to Sports’. This new legislation related to match-fixing and corruption will apply to all sports & if a person is found guilty of corruption in the game, he can be punished for up to 10 years and also be required to pay other fines.

5) 27th Conference of COCSSO inaugurated at Kolkata, West Bengal
•National Statistical Commission inaugurated the 27th Conference of Central and State Statistical Organizations (COCSSO) at Kolkata, West Bengal. 27th COCSSO is a Conference organized by MoSPI, Government of India every year.

 •COCSSO is a major national forum for coordination between the Central and State Statistical Agencies with the objectives of putting in coordinated efforts for making available reliable and timely statistics to planners and policymakers. The theme of this conference was “Sustainable Development Goals (SDGs)” which highlights the actions taken by the Ministry of Statistics and Programme Implementation (MoSPI) for a strong observing mechanism for Sustainable Development Goals (SDGs).

6) Prakash Javadekar takes charge as Minister of Heavy Industries and Public Enterprises
•Prakash Javadekar took charge as the Union Minister of Heavy Industries and Public Enterprises. This decision was taken after Shiv Sena leader Arvind Sawant resigned from the Union Cabinet. Javadekar also holds information & broadcasting, and environment, forest and climate change portfolios.

7) Justice Muhammad Raffiq takes oath as Chief Justice of Meghalaya HC
•Justice Muhammad Raffiq took oath as Chief Justice of Meghalaya High Court. He succeeds Ajay Kumar Mittal who is now the Chief Justice of Madhya Pradesh High Court. Mh. Raffiq will be the 8th Chief Justice of the Meghalaya High Court. Justice Raffiq started his law practice in 1984. He practised exclusively in Rajasthan High Court in almost all branches of law. He has been recognized as an expert on the Indian Constitution, service, land acquisition, tax and company law cases. In 2008, he was appointed as Justice at the Rajasthan High Court. He also served as acting Chief Justice of the Rajasthan High Court twice.




8) ITDC appoints Kamala Vardhana Rao as its new Chairman and MD
•India Tourism Development Corporation (ITDC) has appointed G Kamala Vardhana Rao as the new Chairman and Managing Director. Prior to this, an IAS officer 1990 batch from Kerala Cadre, was the Principal Secretary, Kerala government. He has also served as the Secretary of Kerala Tourism in 2014-15. He has also served multiple positions including Chairman of Indian Tobacco Board, Director of Fisheries Department, Director, Department of Tourism and Culture, Andhra Pradesh government.

9) India-ASEAN Business Summit 2019
•The Union Minister of State (I/C) Development of North Eastern Region (DoNER), has addressed the India-ASEAN (Association of Southeast Asian Nations) Business Summit 2019 in New Delhi. The India- ASEAN Business Summit on the theme: “Today, Tomorrow, Together” is being organised to strengthen trade & investment flows with ASEAN Economies. The objective of the conference is to enhance the trade trajectory between India and ASEAN nations to new highs. Senior government officials from India and the ASEAN Nations are interacting with the Business community of India and ASEAN for the promotion of bilateral trade and investments.

10) International Conference on Yoga for Heart care to be organised at Karnataka
•Ministry of AYUSH is organizing the International Conference on Yoga on 15-16 November 2019 at Mysuru, Karnataka. The theme of the conference is ‘Yoga for Heart Care’. This conference is 5th in the series to commemorate the unanimous adoption of Resolution by the United Nations General Assembly during its 69th Session for observing 21st June as International Day of Yoga. After the UN declaration of International Day of Yoga since 2014, overwhelming interest towards Yoga has been witnessed from the international communities across the globe.

11) Unilever appoints Nils Andersen as new Chairman
•British-Dutch consumer goods company Unilever named non-executive director Nils Andersen as its new chairman to utilise his deep experience across consumer goods and logistics industries. Andersen will replace Marijn Dekkers, who is standing down after more than three years as chairman, to focus on his responsibilities as founder and chairman of investment and advisory firm Novalis LifeSciences.

12) Nita Ambani to join board of Metropolitan Museum of Art
•Chairperson of the Reliance Foundation, Nita Ambani has been named an honorary trustee of “The Metropolitan Museum of Art”. This decision was taken due to her commitment to preserve and encourage Indian art and culture. She is the first Indian to be so honoured. In 2017, the museum honoured her at The Met Winter Party, an event celebrating the achievements of those who foster greater diversity and inclusion in the world of art.

 •In 2017, Nita Ambani received the prestigious Rashtriya Khel Protsahan Award from the President of India for the work of Reliance Foundation in the area of sports for development. In 2016, Forbes listed her as one of the 50 most powerful businesswomen in Asia. She is a member of the International Olympic Committee and is the first Indian woman to serve in that role.

13) NASA renames Ultima thule to Arrokoth after Nazi controversy
•National Aeronautics and Space Administration (NASA) has renamed a distant space rock Ultima Thule, to Arrokoth. It is the farthest cosmic body ever visited by a spacecraft, Arrokoth or “sky” is a name of the Native American Powhatan language following a significant backlash over the old name’s Nazi connotations. The name portrait the co-operation with Powhatan Tribal elders.

15) 50th International Film Festival of India (IFFI) Theme song unveiled
•The Information and Broadcasting Ministry launched the official anthem and radio jingle for the golden jubilee edition of International Film Festival of India (IFFI), scheduled to take place in Goa from November 20 to 28. The anthem, inspired by the 9 ‘rasas’ (emotions) of the Natya Shashtra and an amalgamation of scenes from prominent movies and dance ‘mudras’, has been developed by noted dancer Geeta Chandran and Grammy Award-winning composer Ricky Cage.

 •The audio-visuals of the anthem have been directed and produced by National Film Development Corporation of India (NFDC) under the guidance of the I&B Ministry and the Directorate of Film Festivals (DFF). The 50th International Film Festival of India, 2019 will witness over 200 films from 76 countries. With the screening of 26 feature films and 15 non-feature films in the Indian panorama section, around 10,000 people and film lovers are expected to attend and participate in the golden jubilee edition.

📰 Supreme Court opens CJI office to RTI

"Transparency and accountability should go hand in hand," the main judgment authored by Justice Sanjeev Khanna and supported by Chief Justice Gogoi and Justice Deepak Gupta said.

•The Office of the Chief Justice of India (CJI) is a ‘public authority’ under the Right to Information (RTI) Act, a five-judge Constitution Bench led by Chief Justice of India Ranjan Gogoi declared on Wednesday.

•The main judgment of the Constitution Bench authored by Justice Sanjiv Khanna said the Supreme Court is a ‘public authority’ and the office of the CJI is part and parcel of the institution. Hence, if the Supreme Court is a public authority, so is the office of the CJI.

•Justice Khanna, who shared his judgment with Chief Justice Gogoi and Justice Deepak Gupta, observed that “transparency and accountability should go hand-in-hand”. Increased transparency under RTI was no threat to judicial independence, he held.

•Justice D.Y. Chandrachud, in his separate and concurring opinion, eloquently observed that “judicial independence is not secured by the secrecy of cloistered halls”.

•Justice N.V. Ramana, in his opinion, struck a more cautionary note, saying judicial independence was the basis of the trust public reposes in the judiciary. Only the right dose of transparency should be calibrated with judicial independence.

‘Not absolute right’

•The Bench, however, agreed, in one voice, that the right to know under RTI was not absolute. The right to know of a citizen ought to be balanced with the right to privacy of individual judges.

•“Right to information should not be allowed to be used as a tool of surveillance,” Justice Ramana wrote.

•Hence, on this aspect, Justice Khanna held that personal information of judges should only be divulged under RTI if such disclosure served the larger public interest.

•The disclosure of personal information was discretionary under Section 8(1)(j) of the RTI Act. The statute has given the discretion to the Public Information Officer (PIO).

•Justice Chandrachud said the information about assets of judges and official communication during the process of elevation of judges to the Supreme Court are treated as confidential third-party information. In such cases, the PIO should follow the procedure mandated in Section 11 of the RTI Act. That is, a notice should be first issued to the third party — the judge concerned — about the RTI request for information. The view of the third party should be considered before the PIO takes a call.

•“Personal information, which if disclosed, could lead to an unwarranted invasion of privacy right… what should be disclosed would depend on authentic enquiry relating to the public interest,” the Supreme Court observed.

•Justice Ramana even listed certain “non-exhaustive factors” for the PIO to consider while deciding whether the information sought was private. These factors include various criteria from the nature of the information sought to its impact on the private life of the judge.

•The Bench upheld the Delhi High Court judgment of 2010 that the CJI does not hold information on the personal assets of fellow judges in a fiduciary capacity. Information held by a person in a fiduciary capacity is exempt from disclosure under RTI. 

•Justice Chandrachud observed that the judges of the Supreme Court are constitutional offices and not a hierarchy.

•“The judges who disclose their assets cannot be said to be vulnerable to and dependent on the Chief Justice of India,” Justice Chandrachud observed.

📰 India’s cancer care facilities highly inadequate, says parliamentary panel

Systematic failure to address needs results in 20% higher mortality, says the Parliamentary Standing Committee on Science, Technology and Environment.

•India’s cancer care infrastructure is “highly inadequate” and forces a majority of patients to travel “thousands of kilometres” for treatment.

•The “systematic failure” to address the needs of patients contributes to a 20% higher mortality among Indian cancer patients than in countries with a “high” Human Development Index, says a report by the Parliamentary Standing Committee on Science, Technology and Environment.

•The committee was constituted to examine an expanded role for the Department of Atomic Energy, through the Tata Memorial Centre (TMC), to address India’s rising cancer burden. The committee, led by former Union Environment Minister, Jairam Ramesh, submitted its report to Rajya Sabha Chairman Venkaiah Naidu on Monday.

•The incidence, or the number of newly diagnosed cases of cancer annually, is about 16 lakh. The disease kills 8 lakh people annually. Among these are 140,000 fresh cases of breast cancer, 100,000 cervical cancer cases, and 45,000 cases of oral cancer among women. Among men, the top three cancers with the highest incidence are those in the oral cavity (1,38,000 cases), cancer of the pharynx (90,000) and those of the gastro-intestinal tract (2,00,000).

•“The Committee would like to lay emphasis on the fact that mortality to incidence ratio of 0.68 in India is higher than that in very high human development index (HDI) countries (0.38) and high HDI countries (0.57),” it notes in the report viewed by The Hindu.

•The International Agency for Research on Cancer expects India’s cancer burden to increase from an estimated incidence of 13 lakh cases in 2018 to about 17 lakh in 2035, and cancer deaths expected to rise from 8.8 lakh in 2018 to 13 lakh in 2035.

•“The Committee is especially worried to note that the incidence of cancer is very high in all North Eastern States, as it is higher than the national average for several types of cancer, showing a consistently rising trend over the past few decades,” the report emphasised.

•While the TMC is a major referral centre for cancer treatment, India’s National Cancer Grid is the bulwark of cancer treatment in the country, and with its network of 183 cancer centres, research institutes, patient advocacy groups, charitable organisations and professional societies, treats over 7,00,000 new cancer cases.

Hub and spoke

•Two-thirds of India's cancer patients were treated in the private sector and this forced 6 crore Indians below the poverty line because of “catastrophic healthcare related expenditure on cancer”. The Committee submitted its report in 45 days and it is the first such report this year. It recommended a ‘Hub and Spoke Model’ proposed by the TMC to better reach out to cancer patients nationally. This approach — already in practice in Punjab — has a network of centres, or hubs, capable of treating complex forms of cancer. They would be connected to other centres (spokes) capable of treating less complex variants of cancers. The idea is to ease access and minimise travel times for patients.

•“One hub would ideally cover about 4 crore patients and a spoke from 50 lakh-1 crore patients annually. Therefore, about 30 hubs and 130 spokes would be needed to be created to bridge the gaps in access to cancer treatment,” representatives from the TMC told the Committee.
