1) International Day of Democracy: 15 September
•The United Nations observes 15 September every year as International Day of Democracy. It is an opportunity to urge all governments to respect their citizens’ right to active, substantive and meaningful participation in democracy and to recall that democracy is about people. Democracy is built on inclusion, equal treatment and participation and it is a fundamental building block for peace, sustainable development and human rights.

•Theme of International Day of Democracy 2019: Participation.

2) UNESCO to publish anthology of Guru Nanak Dev’s writing in world languages
•The United Nations Educational, Scientific and Cultural Organization (UNESCO) has decided to translate and publish an anthology of the writings of Guru Nanak Dev in world languages to mark his 550th birth anniversary.

•The Government of India is also holding a series of events and has initiated projects to mark 550th birth anniversary of Guru Nanak Dev. These include the construction of Kartarpur Corridor from Dera Baba Nanak in Gurdaspur district in Punjab to the international border, the development of the historic town of Sultanpur Lodhi as a heritage town on the smart city principle, the up-gradation of Sultanpur Lodhi railway station and release of commemorative coins and postage stamps.

3) Great Ganga Run 2019 flagged off in New Delhi
•Jal Shakti Minister and Sports Minister flagged off “Great Ganga Run-2019″ at Jawaharlal Nehru Stadium in New Delhi. The marathon was organised to create awareness about River Ganga. The marathon was organised by Ministry of Jal Shakti. A large number of people from all age groups participated in the marathon.

4) UN appoints Indian Army veteran Abhijit Guha as head of Hodeidah mission
•United Nations Secretary-General appointed Lieutenant General (Retired) Abhijit Guha as the head of the UN mission in Hodeidah, Yemen. He will succeed Denmark Lieutenant General Michael Lollesgaard, who served in these posts. Guha brings to this position 39 years of national and international military experience. He served from 2009-2013 as the Deputy Military Adviser and the Military Adviser within the Office of Military Affairs of the United Nations Department of Peacekeeping Operations, while also establishing the Office of Peacekeeping and Strategic Partnerships in 2013.

•The UN Mission in support of the Hodeidah Agreement (UNMHA), Guha will also assume the chair of the Redeployment Coordination Committee (RCC), tasked with redeploying forces of the Yemeni warring parties in accordance with their agreement.

5) First-ever ‘arrested landing’ of Naval Tejas successfully executed
•DRDO and the Aeronautical Development Agency successfully executed the first-ever arrested landing of Light Combat Aircraft(LCA) Tejas (Navy) at the shore-based test facility in Goa. This is a step towards the aircraft getting operational on aircraft carrier INS Vikramaditya.

•This arrested landing heralds the arrival of true indigenous capability and displays the professional prowess of our scientific community Aeronautical Development Agency (ADA) embedded with design plus build the capability of HAL(ARDC), Defence Research and Development Organisation (DRDO).

6) Pankaj Advani wins IBSF World Billiards Championship
•Pankaj Advani defeated Nay Thway Oo to win the 150-up format at the IBSF World Billiards Championship held in Mandalay, Myanmar. This was his 4th straight victory in the final of the 150-up format at the IBSF World Billiards Championship. With this win, he has increased his tally of world titles to 22.

1) Hindi Diwas celebrated on 14 September
•Hindi Diwas is observed every year on 14 September to mark the popularity of Hindi as an official language of India. On the occasion, International Hindi Conference was also organised by World Hindi Council in New Delhi. Hindi lovers from 6 countries including Mauritius, Uzbekistan, Nepal, Sri Lanka attended the International Hindi Conference.

2) World Bank to sanction Rs 3,000 crore for food parks
•The World Bank will provide Rs 3,000 crore assistance to finance mini and mega food parks across India. The announcement was made by Union Minister of State for Food Processing Industries during the 15th Indo-US Economic Summit. The 15th Indo-US Economic Summit was organized by the Indo-American Chamber of Commerce-North India Council (IACC-NIC) in New Delhi.

3) Rajasthan launches “Jan Soochna Portal-2019”
•Rajasthan has launched “Jan Soochna Portal-2019” a public information portal to provide information about government authorities and departments to the public in the true spirit of the Right To Information Act. The portal ensures compliance with Section 4(2) of the RTI Act mandating the public authorities to disclose information in the public domain.

•The State government has collaborated with the civil society groups to develop the portal, presently giving information pertaining to 13 departments on a single platform. The portal empowers the common people with access to useful information.

4) NGT constitutes committee to cease illegal groundwater extraction
•The National Green Tribunal has constituted a committee to formulate steps to cease illegal groundwater extraction. The committee comprises joint secretaries of Ministry of Environment and Forests and Ministry of Water Resources, Central Ground Water Board, National Institute of Hydrology (Roorkee), National Remote Sensing Centre and Central Pollution Control Board.

•The committee aims to ensure that groundwater is not illegally extracted and to monitor manning and functioning of the Central Ground Water Authority (CGWA).

5) DAC approves Capital Procurement of Rs 2,000 crores
The Defence Acquisition Council accorded approval for Capital Procurement for the Services amounting to approximately Rs 2,000 crores. The decision was taken during the Defence Acquisition Council meeting held under the chairmanship of Raksha Mantri Rajnath Singh. Focussing on the ‘Make in India’ initiative, DAC granted:

•The approval for indigenous development and production of the main gun 125mm Armour Piercing Fin Stabilised Discarding-Sabot (APFSDS) ammunition for T-72/T-90 tanks by the Indian Industry.

•Approved procurement of DRDO developed and Industry manufactured Mechanical Mine Layer (Self Propelled) to improve automated minelaying capability with the Indian Army.

6) Centre to set up 12,500 Ayush Health and Wellness Centres
•Union Government has set a target of setting up 12,500 Ayush Health and Wellness Centres across the country. Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy Minister Shripad Yesso Naik announced this during the inauguration of a Unani Medical Centre and Siddha Clinical Research Unit.

•Out of 12,500 Ayush Health and Wellness Centres, 4000 centres will be set up in 2019.

312 Sikh foreigners removed from post-militancy ‘adverse list’
Home Ministry’s list had debarred persons and kin from applying for Indian visa

•At least 312 Indian-origin Sikhs living in foreign countries have been removed from a Ministry of Home Affairs “adverse list”, enabling them to apply for Indian visa and visit the country, a senior Ministry official said on Friday. Only two persons from the list have been excluded.

•The official said that in future, Sikhs mentioned in the list could eventually apply for registration as Overseas Citizens of India (OCI) after they have applied for and held normal visa for a period of two years.

•The Congress-led government in Punjab and the opposition Shiromani Akali Dal (SAD) both claimed credit for the Centre’s move.

Two still on list

•“The Government of India has reviewed the ‘adverse list’ containing 314 foreign nationals belonging to the Sikh community and brought it down to just two,” the Home Ministry official said. The two cases where individuals are still on the adverse list pertain to overstaying of visa.

•An official explained that in the 1980s, when Sikh militancy was at its peak, many members of the community in India and abroad were influenced by anti-India propaganda.

•“Some Sikhs fled India to escape the authorities, acquired foreign nationality and took asylum outside the country. They were placed in the adverse list till 2016, making them ineligible to avail visa services to visit India,” said the official.

•The list prepared by the intelligence agencies was available with all Indian missions and it was a major roadblock for persons seeking visa even for their family members who were not on the list.

•“This practice has also been discontinued. Consequently, all Indian missions have been advised to grant appropriate visa to all categories of asylees and derivative asylees (family members) whose names do not figure in the Central Adverse List, in line with the procedure followed for other categories of applicants of that nationality,” said the official.

•“This review is a continuous and dynamic process and part of a regular exercise. Such a review will afford an opportunity to such Sikh foreign nationals to visit India, meet their family members and reconnect to their roots,” said the official.

Amarinder’s welcome

•Responding to the Centre’s decision, Punjab Chief Minister Capt. Amarinder Singh said his government had worked actively with the Centre for scrapping the list.

•“Every Sikh has the right to visit Punjab and Darbar Sahib, including those who had gone astray in the surcharged atmosphere of the 1980s and 1990s, particularly in the wake of the Operation Bluestar and the anti-Sikh riots,” he said.

•“Conceding the demand and argument of the State government, the Centre has virtually done away with the list that comprised 314 Sikh foreign nationals, with only two names of men not connected with Punjab now left on it. The Central government has also discontinued the practice of maintenance of local adverse lists by the respective Indian missions in various countries,” Capt. Singh said.

•Appreciating the Centre’s decision, the Shiromani Akali Dal said the efforts of the party and its president Sukhbir Singh Badal had yielded positive results.

•“We welcome the decision. Our party president had taken up the issue with the Centre and we are happy that the demand has been accepted,” said Daljeet Singh Cheema, former Minister and Akali Dal spokesperson. “We request that the names of the remaining two should also be dropped from the list,” he added.

•On August 10, 2016, the then home minister Rajnath Singh told the Parliament in a written reply that “government reviewed cases of foreign nationals of Indian origin in the negative list and decided to delete the names of 225 such persons from it.”
