312 Sikh foreigners removed from post-militancy ‘adverse list’
Home Ministry’s list had debarred persons and kin from applying for Indian visa

•At least 312 Indian-origin Sikhs living in foreign countries have been removed from a Ministry of Home Affairs “adverse list”, enabling them to apply for Indian visa and visit the country, a senior Ministry official said on Friday. Only two persons from the list have been excluded.

•The official said that in future, Sikhs mentioned in the list could eventually apply for registration as Overseas Citizens of India (OCI) after they have applied for and held normal visa for a period of two years.

•The Congress-led government in Punjab and the opposition Shiromani Akali Dal (SAD) both claimed credit for the Centre’s move.

Two still on list

•“The Government of India has reviewed the ‘adverse list’ containing 314 foreign nationals belonging to the Sikh community and brought it down to just two,” the Home Ministry official said. The two cases where individuals are still on the adverse list pertain to overstaying of visa.

•An official explained that in the 1980s, when Sikh militancy was at its peak, many members of the community in India and abroad were influenced by anti-India propaganda.

•“Some Sikhs fled India to escape the authorities, acquired foreign nationality and took asylum outside the country. They were placed in the adverse list till 2016, making them ineligible to avail visa services to visit India,” said the official.

•The list prepared by the intelligence agencies was available with all Indian missions and it was a major roadblock for persons seeking visa even for their family members who were not on the list.

•“This practice has also been discontinued. Consequently, all Indian missions have been advised to grant appropriate visa to all categories of asylees and derivative asylees (family members) whose names do not figure in the Central Adverse List, in line with the procedure followed for other categories of applicants of that nationality,” said the official.

•“This review is a continuous and dynamic process and part of a regular exercise. Such a review will afford an opportunity to such Sikh foreign nationals to visit India, meet their family members and reconnect to their roots,” said the official.

Amarinder’s welcome

•Responding to the Centre’s decision, Punjab Chief Minister Capt. Amarinder Singh said his government had worked actively with the Centre for scrapping the list.

•“Every Sikh has the right to visit Punjab and Darbar Sahib, including those who had gone astray in the surcharged atmosphere of the 1980s and 1990s, particularly in the wake of the Operation Bluestar and the anti-Sikh riots,” he said.

•“Conceding the demand and argument of the State government, the Centre has virtually done away with the list that comprised 314 Sikh foreign nationals, with only two names of men not connected with Punjab now left on it. The Central government has also discontinued the practice of maintenance of local adverse lists by the respective Indian missions in various countries,” Capt. Singh said.

•Appreciating the Centre’s decision, the Shiromani Akali Dal said the efforts of the party and its president Sukhbir Singh Badal had yielded positive results.

•“We welcome the decision. Our party president had taken up the issue with the Centre and we are happy that the demand has been accepted,” said Daljeet Singh Cheema, former Minister and Akali Dal spokesperson. “We request that the names of the remaining two should also be dropped from the list,” he added.

•On August 10, 2016, the then home minister Rajnath Singh told the Parliament in a written reply that “government reviewed cases of foreign nationals of Indian origin in the negative list and decided to delete the names of 225 such persons from it.”

1) India joins global antimicrobial resistance research hub
•India has joined the Global Antimicrobial Resistance Research (AMR) and Development hub as a new member. AMR is the ability of a microbe to resist the effects of medication that once could successfully treat the microbe.

 •India will be a member of the board of members of the hub from this year. India looks forward to working with all partners to leverage their existing capabilities, resources and collectively focus on new research to address drug-resistant infections. The hub supports global priority setting and evidence-based decision-making on the allocation of resources for AMR research and development through identification of gaps, overlaps and potential for cross-sectoral collaboration and leveraging.

2) Water found on potentially habitable super Earth K2-18b
•Astronomers have found water for the first time in atmosphere of habitable exoplanet K2-18b which orbits in its star’s “habitable zone”.

 •K2-18b, which is 8 times the mass of Earth, is now the only planet orbiting a star outside the Solar System, or ‘exoplanet’, known to have both water and temperatures that could be potentially habitable, according to the study published in the journal Nature Astronomy and the lead scientist of the research is Prof Giovanna Tinetti of University College London (UCL), United Kingdom.

3) Vietnam opens Southeast Asia’s largest solar power farm
•Vietnam has inaugurated Southeast Asia’s largest solar power farm which has the capacity to produce 688 million kWh of electricity annually. The Dau Tieng Solar Power Complex, a joint venture with the Thai industrial group B.Grimm Power Public Company, occupies 540 hectares in Tay Ninh province, Vietnam.

 •The complex was constructed on the Dau Tieng Reservoir the largest artificial lake in Vietnam and is expected to generate 10 per cent of the country’s solar energy to guarantee supply to 320,000 homes. It will also prevent the emission of 595,000 tons of carbon dioxide into the atmosphere every year.

4) Railway ministry signs MoU with CII
•The Railway Ministry signed a Memorandum of Understanding with Confederation of Indian Industry (CII) for evaluating the green initiatives and rate the performance of its industrial units pursuing environmentally sustainable practices.




 •The MoU was signed for Green Business Centre (GBC) of CII to extend technical co-operation for various green initiatives. It has developed a GreenCo Rating system to evaluate the various steps and rate them. GBC will also assess and certify 3 industrial units of the Railways and organise studies on energy efficiency.

5) Sri Lanka flags off Pulathisi Express, a ‘Make In India’ train
•The tie-up between India and Sri Lanka received a boost when a newly ‘Make In India’ train “Pulathisi Express” rake was flagged off from Colombo Fort Railway station.

 •The rake of the train was manufactured in the Integral Coach Factory (ICF) in Chennai. The train which has been inducted under an Indian Line of Credit has an on-board entertainment system, modular interiors and fully-rotating seats in Air Conditioned Chair cars for passenger comfort.

6) IFC signs MoU with FIDC for training NBFCs
•The International Finance Corporation (IFC), part of the World Bank Group, has signed a Memorandum of Understanding with the Finance Industry Development Council (FIDC). FIDC is a representative body of asset and loan Financing Non-Banking Financial Company (NBFCs), to collaborate on the training of NBFCs in the country.

 •According to the agreement, the training programs for NBFCs would be conducted on “Commercial Credit Reporting” aimed at building the capacity of NBFCs to enhanced reporting and enquiring on Commercial Credit Information Data from the Credit Bureaus.

7) Times Higher Education released “World University Rankings 2020”
•World University Rankings 2020, published by the United Kingdom (UK) based Times Higher Education (THE), Indian Institute of Technology (IIT) Ropar and Indian Institute of Science (IISc) Bangalore were ranked number 1 among the 56 Indian institutes on the list of the best universities of the world. The ranking includes almost 1,400 universities across 92 countries.

 •As per the World University Rankings 2020, the University of Oxford is the number one university in the world for the fourth time in a row. The California Institute of Technology stands at the second place and the University of Cambridge fell to the third rank this year.

8) DRDO hands over second ‘Netra’ (AEWC) aircraft to IAF
•The Defence Research Development Organization (DRDO) has handed over the second airborne warning plane, Netra, to the Indian Air Force. The Netra, an Airborne Early Warning and Control (AEWC) aircraft, it is useful for surveillance, tracking, identification and classification of airborne and sea surface targets and is useful in detecting incoming ballistic missile threats.

 •The Netra had played a stellar role during the Balakot airstrikes that had been carried out by the IAF in February this year. It provided surveillance and radar coverage to the five Mirage jets that bombed terror launch pads in Balakot in Khyber-Pakhtunkhwa province in Pakistan.

9) Indo-Thailand joint military exercise Maitree 2019
•India and Thailand are all set to organize Joint Military Exercise MAITREE-2019 at Foreign Training Node, Umroi (Meghalaya) from 16-29 Sep 2019. Both the countries have already conducted two such military exercises in past one month.

 •About 100 Indian and Royal Thailand Army (RTA) soldiers will participate in the joint military exercise with an aim to share experience gained during a various counter-terrorism operation in their respective countries. The exercise ‘MAITREE’ is an annual training event which is being conducted alternatively in India and Thailand since 2006.

10) 5 Indian women police officers honoured by UN
Five Indian women police officers were honoured by the United Nations for their commendable services in the world body’s mission in South Sudan. The women officers who were conferred the UN medal were

2.Gopika Jahagirdar (DSP, Maharashtra Police)
3.Bharati Samantray (DSP, Ministry of Home Affairs)

 The Indian women police officers received the UN medal at a medal parade in the United Nations Mission in Juba in South Sudan.

📰 Narendra Modi to visit U.S. from September 21





The Prime Minister will address the U.N. General Assembly on the morning of September 27, the last day of his visit.

•Prime Minister Narendra Modi will visit the U.S. between September 21 and September 27 during which he will address the annual U.N. General Assembly session and have a series of bilateral and multilateral engagements in New York, the Ministry of External Affairs said on September 12.

•MEA spokesperson Raveesh Kumar said Mr. Modi will also attend an Indian community event in Houston during the visit.

•“The (PM’s) visit will be from late evening of September 21 to forenoon of September 27,” Mr. Kumar said during a media briefing.

•According to an updated list of speakers for the General Debate of the 74th session of the U.N. General Assembly (UNGA), Mr. Modi will address the session on the morning of September 27.

•His speech at the U.N. will be the first after winning a second term.

•Pakistan’s Prime Minister Imran Khan is also scheduled to address the session on September 27, shortly after Mr. Modi’s speech.

•As the world commemorates Mahatma Gandhi’s 150th birth anniversary, Mr. Modi will also host a special event ‘Leadership Matters: Relevance of Gandhi in the Contemporary World’ on September 24 in the Economic and Social Council (ECOSOC) Chamber in the U.N. Headquarters.
